Well we can actually get 14 pips towards our school (and mastery amulet school if you have a mastery amulet). I think they allow high lvl monsters to get power pips as more of a challenge. And some monsters are in the wizard class, so it's only fair for them. But after 14 pip spells we will be needing to look for more pips (Super-Judge!).
