So yesterday I got a pet egg from hatching and It was betta fish with hydra but when I got out of hatching I got a hydra but the hybrid pets don't have a school to use but the hydra does and hatching costs a lot of gold and getting school pets are hard so could all generation pets have no school requirement?

No. Hydra, Orthrus, Scarecrow, etc., pets are earned by school quests.
This is a risk you take when hatching with a school-specific pet that is not of your school. Next time cross your beta fish with something else, possibly in your school or a generic pet.
