The only point for this spell would be PvP and it removes all balance provided by chance in team PvP. In PvE you can just quit and restart the battle until you go first at no cost. Allowing people to decide who goes first in PvP is just too over powered.
Seems too OP for 4 pips. If it's gonna be 4 pips then it should only work for like 2 - 3 turns. If not, then the pip cost should be way more. Otherwise in PVP balance wizards would constantly cast it back and forth.
