Any quest you can decline is a side quest. Main story line quests cannot be declined. Pretty easy, really. The quest tree for Krok is below...check there on what to do next.

That's more or less true but there are a few storyline quests out there that you can decline. Also, in Wizard city, the quest line to defeat rattlebones is a side quest but it's not possible to decline them.
