Since only wc is crowded, other maps are kind of lonely... so my suggestion is to move certain places where people gather to new maps - e.g. bazaar, pvp arena and pet pavilion.
E.g. if bazaar was in the middle of Moosho near central fountain there will be plenty of people there...
As for low levels with no access to other maps Ambrose can reward them a pass as reward after doing a quest. They will only be able to teleport in the "zone", e.g. in pet pavilion & back out. (Storyline: since they're still newbies the place is still dangerous).
That's why all ppl are in WC near fountain, the most used stuff is all crammed in there.

Good golly no. The last thing anyone needs is low levels running around Mooshu (or anywhere else) begging to be friended, etc.
There is a reason these areas are where they are...and that's just one of them. Wizard City, for PvP the Bazaar and Pet Pavilion are FREE. All other worlds are not. Sorry, this isn't going to work.
2 people only coward because they wanna be around people I human so they just coward the same realms when there not shopping
3 it cost kl a lot of money to do this
4 it make new bug in kl and also it would be a pain to have to go to a realm just so I can get into a fight
5 I like it how it is because when there to many players around it makes a lot of lag so i switch to a realm with like 5 or 6 people and i running faster then ever so fast sometimes I can't keep up
