That pack is like a low level pack, it's suppose to be for people under level 35, to get treasure cards, when you're above level 35 you get better ones as drops and rewards from quests... If they did that, it would ruin the game, For pvp at least...
You would almost need a separate treasure card pack. That many more additions to Eye of Bartleby would certainly dilute the pack, decreasing the chances of getting the treasure card you actually want.
