Zeke vs. Level Up

Why is Zeke in charge of the trainning points, instead of level up? It is hard to get trainning points when you are not allowed in certian areas.

Zeke is not the only one that gives you training points .... you get training points by leveling also i believe every few levels or so ....

Zeke and other NPC's give quests for EXTRA training points. All wizards receive 1 training point every 4 levels up to level 20. After that it is 1 every 5 levels.
