On that link, you can click on the highlighted items for more details, like "who" gives a quest, or the requirements/prequests needed, etc.

Go down the page to the "Tempest" spell, and look at the "quest line" to see what he needs to do. Click on the quest names for more details.

And don't forget to tell him to pick up his free spells from the "Other Trainers" too.

Has he finished Krokatopia yet? The prerequisites are level 28 and Water Elemental. The thing is, the quest for Tempest also means going to Marleybone, so you have to have access to it.
