I recently was force to delete the game from my harddrive and when I went to download it again it stops after the Installation Shield Wizard thing comes up.
If it's freezing on a particular file every time, try going to the folder that contains the game and delete the file that it's freezing on. You'll have to start over on downloading that particular file, but that often fixes the problem.
