redoing lower quest again

I am lvl 95 and finished all quest every where in game. now i get a quest sign to click on and it sends me to quests i have all ready done. Why?

You may have completed those quests on another character, but you have not completed them on that character.

What you are seeing is the Quest Finder.
You can turn Quest Finder off in the Options Menu.
