People starting Key Boss dungeons without a key

Can we please penalize the people who keep starting the new Key Boss Dungeon in Krockotopia who do not actually have a key or change the system or something? It is getting very annoying to use team up for that boss just to find out the person who started it does not actually have the key, then we have to wait like 9 minutes or whatever before we can do another team up. Is there a way you can make it check the persons backpack to actually see if they have a key before allowing the team up on those bosses? This would solve the problem. If not then either remove them from team up or make a penalty to the person who started it if the key does not come from them. Thanks!

I really don't see this happening. Not everyone needs a key to go in. Somethings does need to be changed about the 9 minutes timer though. Like a system to be set up if no one does have a key there is no timer.
