Suppose we make our account when we were 10 years old, but now after 8 years we turn 18. Will we be able to enable open chat then? Or will KI still think we are 10 years old, and we will be unable to obtain open chat?

Sadly I’m going through the Same thing.. because your account was set under 12 kingsisle can’t legally hold personal information. Therefore you will not be able to get it you would still be considered “10 years old”.
You can use the search function to look for similarly asked questions, in case you didn't know :) According to COPPA, if you are under 13 years old when you make an account (not just here, anywhere online), your age cannot be kept on record. It's for protection. So even if you are 18 now, KingsIsle has no possible way of confirming that since they don't have your birth date.
