Need help on this critical and block system

Why is crit and block so weird? Can someone give how much block I need to block the hits? i have 400 block and they always critical on me. Why is the crit/block system so weird now. Like you have a chance to block, but if you don't the multiplier is lowered depending on your block and the enemies critical. Even though you could have higher block than the enemies critical in the first place. Plus we don't have a way to tell what the enemies critical is so we cant calculate and develop a strategy to be defensive.

The old system was perfect. Simple, sweet, and to the point. If you had more block... you blocked. if you have higher crit the crit would go through for a 2x multiplier. Plus in pvp the critical multiplier is 1.1x anyways normally... I think. However in pve it can be 1.5x with the same block. If they did this for pve then why not make the multiplier smaller like they did with damage and resist?
