I can't find the Master of Balance badge quest. WHere is is? I am almost level 50. Please help

It's not a quest. It's an achievement. You get the badge when you learn all the Balance spells, including the ones from the trainers. For a complete list, go here: http://wizard101.wikia.com/wiki/Category:Balance
