I have two exalted friends I quest with. A and a . Recently we started doing the new quest about the Lost Pages. We got up to Celestia and I can't get into Celestia I need a couple levels. So I am wondering if it's just a glitch or do you have to have the world unlocked to do the quest in it.

Like any other quest, access to each world must be earned. It's that simple.
