I have tempest the spell but it only does 80 damage per person. Is there a way To boost it? I see people use the spell and it does over 1000 damage to the boss's Health. I heard it is a really strong spell for storm.

There are Sun school spells that boost base damage. You also have to take into account boosts from gear. If you have +50% that means you are doing 120 per pip instead of 80 already. With power pips counting as 2 pips each, that means you can hold up to 14 when all pips are full. That's 1680 damage to everyone without even adding a Sun enchantment or blades.

In addition to waiting to cast it when you have a lot of pips, you can also cast the usual storm blades, traps and other damage enhancing spells you might have.
