How do you get to Meowiarty's Hideout?

Well my friend and I need help finding it, I heard that it's at the top of Big Ben, but then I heard that he's in Newgate Prison? So, which one is it? :|

Both.
He shows up in Newgate, but you don't fight him there. He runs off and is found later on at the top of Big Ben.
