There's only one of each school. Death and Balance just start off learning from someone else until they gain access to their schools. There's no second schools for anyone.
Technically, there's a second fire school in Dragonspyre, but that's because there used to be an entire academy of magic there and the Fire school is the only one that wasn't demolished. Balance has a school on a different world because it originated in Krokotopia, and we haven't had the time or room to build one in Wizard City. Besides, Alhazred wants us to pay his relocation costs, and we don't have the budget for that.
