Chat bubble problem?

On my account, I have open chat turned on. Yet, the chat icon over my head (to the left of my title) shows a red circle with a line through it superimposed over the chat bubble. Doesn't this indicate menu chat only? How can I get this to go away? I have full control over my account and I'm way over 18.

Make sure you have the settings for both open and filtered chat set to Enabled.

Disabling filtered chat will give you the icon with the line through it.

On a similar subject, I'm a little fuzzy with open chat. I have two accounts under the same credit card, one can use open chat, the other can't. I know it says there needs to be a valid credit card for the accounts, I would think my one card would be valid on both. I even went in and bought crowns on the account without open chat, but it made no difference. Am I doing something wrong? I'd like to have open chat on both accounts.
