What about the health, is it too much? What about the accuracy, is it too much? What about the resistance, is it too much? What about the block, is it too much?
What about Ice immunity? Have you cited it? As well as Ice has to give up on damage to have such immunity, storm has to give up on those stats to have good attack and hopefully kill someone before they have time to properly shield and counter attack. So that's what make the game fair, you can't have everything.
There are several things you could do to minimize tempest's damage, such as shields, auras, resistance, dispels (if you are first and have a good timing). So, play wisely and good luck!

Ice can easily tank storms tempest, And help his team with legion shields. Fire has Higher DPS when storm spams Tempest and fire blades and uses a DOT AOE.
