Pvp match ups are more based on rank than level. If you are a high rank, you either get placed with someone lower level, but higher rank than you, or someone higher level and lower rank. If you are a low rank, you either get someone about the same level as you and the same rank, someone lower rank than you but around the same level, or people quite a few levels lower than you, but higher rank.
