I did buy the 2500 crown staff that had no lvl req I think it was, to get myself pip boost (I read those give pip boost right?)

Now i'm uncertain of what to buy. What pets are good for ice, mount worth it? All mounts are same stat but diff looks?

Booster pack, there is little information on what they can contain, so I have no idea which ones is worth spamming for rare items/pets

For a good pet, I'd start with a Sea Dragon and go from there. It gives good talents, including a universal resist talent and Spritely. You may not get either while training, but if you keep hatching it'll pay off.

As for a mount, I'd recommend buying everything you need first. Mounts only make you move faster, and in my opinion , they're more for show than anything else. Moving faster isn't needed, and sometimes, moving slower is more helpful. Also, if you like the ones sold for gold, I'd recommend those. You can buy them for fifty to near one hundred thousand gold and you don't have to spend any crowns on them.

As for packs, don't go for more than a few at a time. As KI says, there is only a chance to get the good items. If you don't get an item you're looking for within a few tries, I'd recommend buying something else. It's better than spending all your crowns on a chance.
