Judgement fizzling

I have 97% balance accuracy, yet judgement fizzles EVERY SINGLE TIME in pvp... why is that?

I am convinced that they have changed the code, and it is not working correctly and needs to be looked at.
My Balance is at 95%, and he fizzles far far more than 5% of the time, on average.
My Myth is at 98%, but yet he fizzles about once every 5 spells.
My Death is at 99% and even he fizzles, something is clearly not correct in the code.

Remember that is a percent accuracy boost. Lets say you have 12 accuracy. 85 * .12 =10.2 So you have 95.2 Accuracy. About 3% less than what you thought.Think of it as a dice, That is Very bad at rolling, So if you fizzle once, you will tend to fizzle again.

It all happens to us once, It fizzles. What I would do is put precision from balance in your treasure cards.

From my tests it is a direct boost to your accuracy as in 85+12= 97% not 85+(85*.12)=95.2. Anectdotally I can attest to this as my storm in PvE has been running 100% accuracy(30% accuracy boost) since lvl 60 and I have not fizzled once since then.
