The PvP matching system has several steps.

You will be paired based on the closest level, rank and win/loss ratio of the opponents.

The more people online, the more likely you are to be paired up with someone fairly equal.

The fewer people online, the longer the system has to wait until a suitable player comes along, and as it waits, it will widen the search parameters.

This gets even more complicated when you are in a 3v3 or 4v4 match, which is why it sometimes takes longer to get in to those.
