Why is the pet pavillion blocked?

My brother has an account and he tried going to the pet pavillion, but it was blocked. He is a level 9, so i thought he should be able to get in. Is this a glitch and why cant he get in?

All Wizards over level 7 need to speak with Merle Ambrose BEFORE they attempt to enter the Pet Park.

A tip from Milo Barker appeared when you first logged into to tell you this.
