I think you have to get a 2 month wizard101 membership card and hope for luck. You can see what pet you will get on the front of the card.

Herkir, located in Vigrid Roughlands in GH drops the Storm Cat.

Herkir drops the storm cat you can find him in Mirkholm Keep in Grizzleheim.

I got mine yesterday from Herkir in GH fought him around ten times he dropped the storm cat.
