Scarecrow is a Death school only pet. If you aren't a Necromancer you won't get one through hatching. There are three Scarecrow hybrids (Crop Watcher, Stormcaller and Tundra Warden) that look like Scarecrows; it's possible to obtain one of those through hatching.
