As far as I know, only the class pets recieved at level 48 and pets obtained through exclusive offers can be combigned to make hybrids. Fire cat and blood bat should not be able to make hybrid pets.
A lot of people recieved fire bats as reperation when they lost items due to a server glitch. I believe hatching a fire bat from a fire cat and a blood bat is a hoax.
