I've been googling for a few minutes and I'm not sure if there is a character named Zhan Li in the game?

Felicia Worthington from Marleybone should send you to a little bunny man named Toshio in Mooshu. If you go out of the Spiral Chamber/world portal room and then take a left towards Hametsu Village, that's where you find Toshio for the Mooshu crafting quests.

Unless you're on a higher level crafting quest? In which case, this post obviously won't help you lol sorry. Good luck with the quests! :)
