Just like all the other worlds you have progressed through, it doesn't depend on your level.

You must complete the required assignments in Marleybone including the Clocktowers and Big Ben quests before you will be invited to explore MooShu.

Finish the quest "The Last Meow" that you currently have in your Quest Journal to continue the story.

You can start mooshu anytime only if you complete marleybone.
