what level to get Tomugawa's blade?

Does anyone know what level you need to be to get Tomugawa's blade?

Also, once you get to MooShu, how quickly can you get to level 40 if you are, say, a level 33 when you enter MooShu? Thanks.

Level 40 for the blade

After finishing MooShu plus every side quest there, I went to DS at lvl 45.

You have to be lvl 40 to get the sword but it takes A LOT of tries to get it.

You should be able to get around lvl 39 with all the quests but i reccomend that you do some more side quests in marleybone because most of the quests will be defeat 8 of the ______.

You need to be level 40 for the sword, and by the time you get his quest you'll be almost level 40 (I actually was when i got it). It is pretty hard to get, but for some reason I got lucky and got it my first try. Same thing with Longblade of the Homunculus. It is super rare, but I got it my first try.
