So I am terribly frustrated. I have tried again and again to complete the quest "I am cured." I have returned again and again to Shirataki Temple in an attempt to "Talk to Wavebringer" but whoever Wavebringer does not show up. I have killed all the water spirits in the vicinity and yet I never advance. What am I getting wrong?
In order to get Wavebringer to come forward, you must complete most of the Shirataki instance. He's inside the barrier, that's why you haven't found him. Start the Shirataki instance and get the key, then run through the quest until you talk to Din Ho. He'll tell you to purify the four shrines in order to open the barrier to the temple. That's four separate battles. Once the barrier is down, you must defeat Wavebringer, then you'll be able to talk to him.
