Oakheart Tree in Mooshu

I'm having major difficulty right now accessing Oakheart Tree in Mooshu for my rebirth spell quest. Will somebody please explain to me what it is I need to do to access this tree so I can continue on with my quest??? Would be greatly appreciated.
