It doesn't go by level. You must finish the worlds that come before Mooshu...like Wizard City, then Krokotopia, then Marleybone. Then you can go to Mooshu. :D
Most of my wizards have been around level 35 when they started Mooshu, but there's minimum level for it as far as I know.
Right after you finish Big Ben at the end of the Marleybone storyline, report back to Ambrose and he'll send you on to Mooshu. Marleybone had a lot of side quests, if you skip those and just stick to the story you'll probably get there a few levels earlier than I did.

So I have to finish marlybone first? I really wasn't wanting to do that three hour dungeon. That is wayyyy too long.
You don't have to do Kensington Park to advance in the game. You don't need to be any specific level to get to Mooshu.
To get to Mooshu, you have to defeat Meowiarty ("The Last Meow") quest. Then you go talk to Sherlock Bones, who sends you back to Merle Ambrose, who will give you the key to Mooshu.

I think I did that quest and I never got the request.
