I am at level 40 and am being sent to MOO SHOO but it is not available to me yet but the arrow directs me to it.

hmm did you get this quest from a crafter because you need to complete marlybone to go to mooshoo

You need to finish all of the storyline quests in Marleybone in order to get to Mooshu.
