As far as I know the only Treasure Card shops are in the Libraries in Wizard City and Krokotopia.
The shops in MooShu each carry two different items, I think there's a jewelry shop that carries both necklaces and rings. Take a look all over the Commons (the part Zeke's in) and you'll find it.
