Kishibe Village Man?

I completed Kishibe Village in Mooshu and i saw this goat monk named Angoro. He was standing in the street with a building with sigils near the door, but he never game me a quest and i never entered that building. Whats it for?

I think it is for a spell quest but I can't remember exactly or for which school. Either way it is not something you missed.
