I finished mooshu before I even realized that this quest existed. I wanted to go back and do it but Jing-han He will not talk to me and does not have an exclamation mark above his head. Is it too late to do it now or is this a bug?
It isn't a bug. This is an actual quest that you should be able to do. I have done it before. If this specific person doesn't have an exclamation poit over their head, then you arent at a high enough lvl yet. I didn't do that quets until I finished Dragonspyre. Good luck!

It's not because I am not a high enough level because I have friends that haven't even got to ds yet and they have that quest in mooshu. I wonder if it's because I finished mooshu that now I can't go back and do it.
