Your level has nothing to do with your entry into a main world. You must complete the assignments you are given in your current world, before you can progress to the next world.
Once you have completed all your required assignments in Wizard City, Merle Ambrose will ask you to investigate Krokotopia.
After you’ve completed Krokotopia, you can move on to Marleybone, then MooShu, then Dragonspyre, then Celestia.
Grizzleheim is a side world. You can visit Grizzleheim at level 5, but cannot return until level 20.
If you want the prize, you have to build the ladder rung by rung. There are no shortcuts.
You have to do these worlds, in the order given, to get to do quests in the next world:
Wizard City Krokotopia Marleybone Mooshu Dragonspyre Celestia
As a general rule, if you do all main and side quests in each world, you'll be a sufficient level to handle the challenges of the next world you go to.
