how do you get the new beginning book mooshu

For that book there is a "prequest" to get access to the house. You must do "Clean Sweep" given by Wei Pei.

To gain access to the house, you need to talk to Wei Pei in Village of Sorrow. He will give you the quest ''clean sweep'', which you will have to complete. After this quest you will get a new one, and you will gain access to the house after you've accepted the new quest.
