All you have to do is do all of the quests for Sherlock Bones, then you'll end up having to do Counterweight East & West, which will take you to the final dungeon: Big Ben. There you'll beat Meowitary ( hope i spelled that right ) And then I think that the headmaster or Sherlock Bones gives you the key to go to Mooshu. Hope that helped :D
