Dispelling?

If you dispell a spell, does it just fizzle? or is the spell discarded?

you fizzle and lose the pips you were about to use, so if you use a storm shield you use no pips if you use tempest you lose all of your pips etc. goes for all the elemental spells and the spell is not discarded.
