As I am patiently waiting for the introduction the Empyrea part two I have begun to finish all side quests in previous worlds. Running through Avalon i achieved rank 10 in gardening which is the prerequisite for the quest There's the Shrub. Being the last quest I have to do the quest finder is unable to locate the quest and the NPC that gives this quest will not allow me to pick up this side quest. Is this side quest bugged and if so is there a way I can get it added to my quest book or is there an additional prerequisite that I am missing?
You have to quest through about half of Avalon, up until the point where you enter Dun Dara. Assuming you completed Avalon a long time ago, that shouldn't be a problem.
Talk to Sumner Finegold in Caliburn, who will ask you to collect a couple of "shrubs." After that, he'll send you to Dun Dara to rescue Roger the Shrubber.
