I was walking around Regeant Square a few days ago, and i saw a tower with sigils around the door of it. I have never seen anyone go in there. I completed Marleybone and i'm now in Mooshu and I never had a quest to go there. Is there a quest in there?
Referring to the Warehouse in Regents Square? You get that quest to enter Celestia. It was a big hit when it first came out but now you dont see a lot of grands entering it because I dont actually think you need to do it. Hope that helped :-o

The tower you are talking about is a side quest for Celestia. It was decided in test relm to be so hard that it was no longer needed to get into CL directly, so now it is a side quest for 50 lvl wizards only. Hope this helps. Marissa SparkleSinger lvl 37 Life Wizard :D

It's the infamous Warehouse that you saw. You will be able to enter the tower at level 50.
The WEIRD tower is the Warehouse. It can only be entered after you've completed "The Final Countdown" in DS. It is pretty hard, as the bosses cheat, but it is fun to do.
