Hi- Iv don all the quests to get to mooshu (but not big ben tower) but i don"t know who to talk to :-( . so i need some help

You just answered your own question. You must complete Big Ben Tower before you can proceed to Moo Shu. After you complete both Counterweights and the center, you will talk to Clancy & Sherlock who will send you to Ambrose to get the key to the spiral.
