Once you have completed all your assignments in Wizard City and Krokotopia, you will be sent to Marleybone.

Once you get to Marleybone, you will need to take a balloon ride to Chelsea Court. Balloon rides can be found in the Digmoore Station.

You also have to complete Hyde Park before you can get a ticket to Chelsea Court. And yes, it is annoying to get a class quest that you can't do for a couple more levels.

i have beat all my quests in krokatopia and wizard city but it wont let me go to marleybone
