I completed the quests up to Pops in the upstairs Ironworks. Everytime I go back to the Commons the quest starts over. I thought you only forfeit the quest if you log out? I was getting excited to be able to go to the prison and do something different. Getting pretty tired of having to fight the bosses over and over and usually losing.
After you defeat Pops O'Leary, you MUST talk to Baxter before the instance is finished. If you leave right after you talk to Pops, you'll have to do Ironworks again.
While you're at Pops you might want to pick up the History Book and a Stray Cat.
If that still doesn't work, you'll need to send in a ticket to Support.
