You must first complete Hyde Park. Then Sherlock Bones will ask you to go there. Once you get that quest, talk to the ticketmaster. Voila, you can enter.
Complete the Hyde Park questline, then the ticket-master Tracy Castleton ( I apologize if that name is incorrect ), will offer you a ticket after receiving a small quest to travel to Chelsea Court. Although I just asked a friend to go there so I could teleport to him for my Animate spell.
