You need to do the main storyline for the Pyramid of the Sun before you can get access to the Krokosphinx (the island where Wul'yakm is at).
There will be many instances where a quest will ask you to go somewhere that you don't have access to yet. Don't panic, just continue to follow the storyline quests and eventually you will be able to get there.
