Still cant get ice blade

Hi I am level 50 and cant get ice blade or frost giant i checked all my quests and made sure i have every other spell but i cant get spells above level 38 Because you need to have ice blade I have posted this once before people just told me to check quests and i did So can anyone please help?

You need to complete the quest "The Chest Awaits" before you can move on with your Ice School spells.
